A separate thought to my previous two.

Section 4 is very keen that this I-D and the system module which configures ntp SHOULD NOT coexist but this is not enforced by the YANG.

It could be. Import the system module and make the presence container in this I-D dependent on the absence of the presence container in /system/ntp.
