If making this a Standard instead of BCP makes everyone happy with the process, I have no problem with that.

This distinction will have no impact in the real world at all.

Good grief!  I don’t understand why anyone would want a document that explains why not to use obsolete weak versions of a protocol to be mostly harmless.  I can’t even.
