This isn't true, in point of fact. FTP's control connection *is* based on
TELNET, but SMTP, HTTP, and others are not.

All of them are based on telnet.

Though some of them, including some telnet implementations, may be
extended to support non-ASCII characters, it merely means that
they are extended-telnet servers for extended-telnet clients,
which means there is no reason to obsolete telnet.
