0%

1) few have telnet on on purpose, so they don't know to remove it.
2) of those who have telnetd on purpose, they never read an IETF spec.
   (Might not even be allowed to read RFCs in their country)
3) of the remaining that intentionally have it, they have it because they
   think that either they don't need security, and/or because they think
   they can't afford the code space.

security is a process that starts with hiring clueful people.
