I don't know how widely supported finger is today but I really hope support is insignificant. Finger is a security liability that really can't be fixed. And it assumes a usage model for the machines that simply doesn't apply.
While it might be a good idea to have a user information protocol, that is logically a component of a communication model.
I would go for IRC as well only someone just paid $27 billion for a glorified IRC server so maybe it should stay for now.
