The question isn't about how many users, as long as there are some.
It's more about the relative operational cost of setting up and maintaining https://www.ietf.org/ietf-ftp/ rather than just keeping ftp going another 10 years.
The idea of rewriting "ftp:" URLs to be "http:" URLs doesn't help people with scripts that were written before URLs were invented.
