in lieu of some (useless) warning text about paginations, make MIME-type relative URIs more useful.

Consider what it would take to make a hyperlink of the https://tools.ietf.org/html/rfc6924 form
         urn:ietf:rfc:2324#Section_2.3.2
work better than

to use the same fragID for text, HTML, pdf, XML ?

RFC 5147 is an obstacle, but suppose it only applies to text/plain so they could be served as text/rfc

I don't know how widely https://tools.ietf.org/html/rfc8118#section-3 is implemented.
