I don't see how that applies. The top of his draft says "This Internet-Draft is submitted in full conformance with the provisions of BCP 78 and BCP 79."
And I don't see any stream listed for his drafts so I think just the RFC editor copyright rules apply. I think these drafts should be deleted.

In my opinion, these drafts should not and will not be deleted. Theywill time out six months after posting and be removed from the activedirectory.
