I agree with the assessment that it is unlikely that international travel will return by March 2021. Before travel to meetings like the IETF begins again in earnest, there are a number of things which must successfully occur. First of course is having available and effective vaccine - something we still do not have - as well as it being available in sufficient quantities across the many countries that the IETF participants come from and travel through. After the vaccine governments will need to update travel and 14 day quarantine restrictions, and for individuals themselves to feel comfortable travelling again. We've been at this now for about 6 months and it's going to be more than another 6 months before such a set of events can occur even by the most optimistic of estimates.
If we did push forward and those things don't all fall into place in the next 6 months, the IETF would find itself paying a very expensive bill to hold IETF110 but have nearly no in person attendees at it.
Given the significant costs, the only responsible thing to do would be to accept that trying to have an in-person IETF 110 is a high risk choice and that the responsible thing to do now, as you propose, is to choose to make it an on-line event.
I support making IETF 110 on-line only.

It is our assessment that the longer we wait, the higher the risk that this opportunity to rebook without paying the cancellation fee will no longer be available.
We are therefore considering making the decision now to switch IETF 110 to an online meeting and rebooking the Prague venue for a later meeting. The alternative of waiting to make the decision until ten weeks out following a proper assessment, as we have done with IETF 108 and IETF 109, risks us being subject to a cancellation fee of at least $450,000 if the rebooking opportunity has gone. On the balance of probabilities we believe the best course of action is to cancel and rebook now.
