I can not predict what Hotmail will do.  But given they have an incentive to get you to come their web site as often as possible, and given it is the same bandwidth cost for them, with the potential of making their service more valuable, then my guess is they would do it.

Interestingly note that Hotmail makes you pay to POP *FROM* hotmail, but no charge to POP from other accounts *TO* Hotmail.  Does that give you any hint about their business model??

If they are going to offer the feature, then no reason for them not to persist the configuration.  They would have no incentive to offer the feature and make it impossible to use efficiently.
