Well, there's a bit more to each implementation's link layer than the
MPEG transport stream, but from an IP perspective it's right to say
that IP can view the MPEG transport stream as its link layer.

(This is why I think the IP-over-DVB workgroup proposal should focus
on IP in MPEG transport streams; doing IP in MPEG well matters.)
