no; I believe the community-that-became-the-IETF created the Internet by *denying* that concept, which was already well known long before TCP/IP.
Because of the realities of 32 bits of address in IPv4, that denial became more and more untenable as the years went by, until RFC 1597 re-acknowledged the existence of such IPv4 addresses in 1994.
