a common contracting model for paying for these sorts of service, is
to pay for the specific resources that are consumed directly, and then
to add a percentage for "overhead", such as offices, administration,
telephones, and the other cruft that makes an organization complete.

The only interesting question is what percentage is charged. I haven't
tracked this sort of thing for awhile, but I believe, the Foretec
percentage is below average. Ie, they are charging us less than is
usual.
