IETF participation allegedly does not require meeting attendance,
although keeping up without attending is increasingly hard.

You're more likely to find interested *individuals* and amateurs on
IETF mailing lists than attending IETF meetings; anyone at a meeting
should have an agenda beyond pure interest.
