all the DMA requires is that the laws be "good" enough to get the mobs
to put down their torches, and to raise the bar enough for spamming that 
spam can be used to sell soap instead of penis enlargement.  if the result 
still annoys and inconveniences and costs people, the DMA doesn't care - 
actually, they'd consider that a successful result.
