This is a myth.  Reporting to ISP's can't possibly help, since so many
spammers use (as you yourself point out in your web page) throwaway
$20 accounts.  By the time you complain, and the ISP closes the
account, the spammer has moved on to some other account.

You could try reporting the ISP itself to various blacklists, but as
long as an ISP reponds quickly, they generally stay within the good
graces of the black list services --- and ones which don't generally
end up blocking too much e-mail, with a false-positive rate which is
unacceptably high.
