I don't see a particular problem with that.

In SIP context, ICE can handle two separate types candidates.
In RTSP context, transports of two different types can be negotiated in the 
SETUP request Transport: header.

In pure SDP context, a new m=protocol is required for DCCP/UDP. I don't see a 
particular need to support both encapsulated and non-encapsulated cases.
