Hello Ingemar,

I have seen no source code around for DCCP for Windows. There is
source code for BSD around in public as well as DCCP. Two people are
actively working on CCID4 for Linux so you may want to talk to them on
dccp@xxxxxxxxxxxxxxx

If you want to take it further you might want to talk to Jitendra
Padhye who was a co-author of CCID3:

Also Vaishnav Janardhan seems to have worked on DCCP at Microsoft as
an intern recently:
