I saw from IETF draft minutes that you wanted feedback. I have read this and think that it looks good and agree with what is being said from my experimental work. I do think that a reference could be made to TFRC Faster Restart and TFRCbis as these potentially address some of the nastier issues such as rapid changes in rate or recovering from idle/silence periods.
