Some aspects of the algorithm, especially the fact that it doesn't use
slow start, met with significant resistance from the community (well,
mostly from Sally, but I think she was right about the problems).  Since
then I have had many ideas for improving the algorithm, but have not
created a new draft because I felt it'd be more useful to have some
simulations, and I haven't had the time to do that.

If you're interested in pursuing this somehow, let me know and we'll see
what we can do...
