No, the draft is not active.  As stated in the draft, its purpose was to
"at least stimulate some new thinking on the subject" and I think it was
successful at that.

Some aspects of the algorithm, especially the fact that it doesn't use
slow start, met with significant resistance from the community (well,
mostly from Sally, but I think she was right about the problems).  Since
then I have had many ideas for improving the algorithm, but have not
created a new draft because I felt it'd be more useful to have some
simulations, and I haven't had the time to do that.

If you're interested in pursuing this somehow, let me know and we'll see
what we can do...
