Correct. hotkeys go over the input device, where they belong.

No. Hotkeys go over the input device, non-hotkey events go over netlink.
That's how things should be.  That way, every hotkey in every laptop
works exactly the same.

People are already working on proper userspace hotkey daemons that
accept input events.
