Not an ibm-acpi issue, then.  Likely some sysfs change in the kernel broke a
script from your distro or somesuch.

T60/X60 with BIOS 2.x?  Remove the ACPI video module, that might fix it.

Yes, you could damage the machine by undervolting.  It is unlikely, but it
could happen.  There *are* current-based devices in a computer.  Undervolt
at your own risk.
