That is exactly what I have done to fix missing BT after standard
services were removed and replaced by udev activation.

Hmm ... I presume it is removal of systemd unit, hopefully not removal
of support of option from udevadm. Under systemd this should not be
required indeed under most conditions. And udev never shipped
initscripts, this was always distribution responsibility - here
nothing changes.
