environment manipulation within one rule file?

Hi,

guess we have sth. similar to this:

  ENV{ID_CDROM_DVD}=="?*", ENV{ID_CDROM_DVD_RW}!="?*",    ENV{DVD_LINK}!="?*", SYMLINK+="dvda", ENV{DVD_LINK}="set"
  ENV{ID_CDROM_DVD_RW}=="?*",                             ENV{DVD_LINK}!="?*", SYMLINK+="dvdb", ENV{DVD_LINK}="set"

And say that I have one DVD-ROM and one DVD-RW. I thought that only one
rule would fire, because it should set the DVD_LINK variable and prevent
the second rule from matching.

But I always get /dev/dvda and /dvd/dvdb. Can't I change a variable
withing the same rule file? Can I only do that between 71-bla.rules and 
72-bla.rules?

Or is there sth. else I'm doing wrong?
