But we will move stuff over over time, and recent packages which depend on a new udev version, like all the upcoming DeviceKit stuff, can expect the directory to be there. and can expect udevd to automatically recognize rule changes with inotify. All that will break, if you try to needlessly "optimize" things. Just create the directory, even when it's empty today, it's an official udev ABI.
