Speaking as a developer working with this some:  (no patches to
provide as yet, but have been testing)
- hostapd master has MOST of hotspot 2.0R3 - "advice of charge" is
missing.  It also advertises hotspot 2.0R3 explicitly, but that can be
overridden by setting HS20_VERSION to - say - 0x10
- R1 and R2 seem complete.
Third party client and driver support are YMMV, however the
configurations provided do seem to work for test purposes at least.
wpa_supplicant works really well once you've got auth set up.  (do any
other systems support hotspot 2.0r2 or higher?)
hs20-osu-client is still a nice test app, but no longer builds on
newer desktops - webkit 4.0 is out now.
