Disconnect/CoA requests with multiple SSIDs

We currently have a number of OpenWRT access points using hostapd to
handle authentication and authorization via Radius for a captive
portal.

There is currently a known limitation that we can only have one SSID
configured to receive Disconnect/CoA requests.  Configuration of
multiple SSIDs with the radius_das_client (dae_client in openwrt)
results in only Disconnect/CoA working for the first configured SSID.

More specifically, the common dual-band scenario, where there are two
SSIDs (one on each band), only clients connecting on one band receive
proper treatment for Disconnect/CoA requests.

We are trying to determine if this limitation is present in all
hostpad instances, or if this is specific to the downstream OpenWRT
packages.
