I have installed 2.7 and the problem with ieee80211w=1 remains (i.e.,
wifi devices cannot connect). Once I change the ieee80211w to zero wifi
devices can connect.

I have isolated the problem down to one setting in the hostapd.conf
file: ieee80211w=1
When I comment out the line ieee80211w, thereby disabling this
functionality, I can get the wifi devices to connect. Is the protected
management frames capability interfering with the 4 way handshake?

The wifi hardware is the built-in wifi on the Pi.
The chip is the CYW43455, which can operate 802.11ac Wi-Fi at 2.4 and
5GHz, as well as simultaneous Bluetooth and Bluetooth Low Energy (BLE).
Prior to this, Raspberry Pi used the firm’s CYW43438 802.11n 2.4GHz
Wi-Fi and Bluetooth combo.

That’s not what I meant. I meant the Wi-Fi adapter.
The only indication in the syslog of the problem, where wifi devices
could not connect, is the one associated message and two disassociated
message for the device trying to connect.
Well, that’s not very helpful, the exact messages from the logs would
be more useful.
Now that I have reverted to 2:2.4-1+deb9u2 I do not have an easy way to
recreate the problem.
You can revert back to 2.6 and have a look. Better yet, try 2.7 and
see if that fixes anything.
So, I guess we will have to wait and see if I was the only one with the
problem.
