I tried to apt install /home/test/hostapd.2.7.plus.git/hostapd_2.7+git20190128+0c1e29f-2_arm64.deb but came up with a dependency issue beyond my current skill level:

The following packages have unmet dependencies:
 hostapd:arm64 : PreDepends: init-system-helpers:arm64 (>= 1.54~)
                 Depends: libc6:arm64 (>= 2.25) but it is not installable
                 Depends: libnl-3-200:arm64 (>= 3.2.7) but it is not installable                  Depends: libnl-genl-3-200:arm64 (>= 3.2.7) but it is not installable                  Depends: libnl-route-3-200:arm64 (>= 3.2.7) but it is not installable                  Depends: libssl1.1:arm64 (>= 1.1.0) but it is not installable

So, I will try to learn how to access these other packages in the upcoming days.

I have isolated the problem down to one setting in the hostapd.conf file: ieee80211w=1

When I comment out the line ieee80211w, thereby disabling this functionality, I can get the wifi devices to connect. Is the protected management frames capability interfering with the 4 way handshake?
Hmm, there were a few changes in that area recently. Could you please
try 2:2.7+git20190128+0c1e29f-2 from testing? (I assume you’re using
Debian judging by the package numbers you posted.)
