FT-over-DS fails with pmf enabled

HI,

When tested FT-over-DS with pmf enabled. FT fails without sending FT
action frame by current AP to client.

Tested with hostapd-2.7-devel code base using iphone 6s as client..

hostapd logs of current AP are as below:

It appears starting offset of action frame contents went wrong while
being processed by hostapd.

with pmf disabled, FT-over-DS works properly.
