It looks like there is something broken with the driver at that point.
It does not report TX status for any of the management frames hostapd
tries to transmit and based on the station behavior, it looks like the
station does not receive these frame either. In other words, it looks
like the driver is unable to send out management frames in this state.
This would be more appropriate for someone familiar with the particular
driver to take a look at since hostapd cannot really do anything if the
driver does not send out frames or even report failures in doing so.
