802.11r FT roam

My test has two hostapd AP's setup for 802.11r FT-EAP with a separate
hostapd radius server. A station can connect to either AP and when the
station is reset, it switches to the other AP. But I am unable to get
a roam to work.

I'm not sure I have completely correct configs (attached) for
802.11r...just tried to follow past examples I've found on this list.
The station 00:0e:8e:3d:30:e3 is connected to vap3 00:0e:8e:76:e6:71
then I issue a wpa_cli scan then roam to vap2 00:0e:8e:1c:c6:b5...the
hostapd log from vap2 shows:
