This is not really a valid configuration. CONFIG_PEERKEY=y tries to
enable PeerKey functionality which is part of RSN that would be disabled
by CONFIG_NO_WPA=y. In other words, CONFIG_PEERKEY=y needs to be removed
from .config if CONFIG_NO_WPA=y is used.

The other parts are caused by the previously unexpected combination of
using EAP and IEEE8021X_EAPOL.. The following changes fix that:
