The driver indicates that only the channel 36, i.e., only 20 MHz, on the
5 GHz band is available for AP mode operations. All other 5 GHz band
channels are marked "no IR" which means AP mode cannot be initiated
there. 80 MHz VHT cannot be enabled with such a driver state. Based on
that output, it looks like this is in some kind of "world roaming"
configuration which is not really suitable for running AP mode
operations on 5 GHz.
