Well, seems to be a wayland issue.

When I log in in GDM with plain "Gnome" session, fontsize for GTK4-demo 
is fine. But when I log in with "Gnome under Wayland" (what is my
default) I get tiny 11 point fonts only.

Indeed in https://developer.gnome.org/gtk4/3.93/GtkSettings.html they
say "On the X window system, this sharing is realized by an
XSettings
manager that is usually part of the desktop environment, along with
utilities that let the user change these settings. In the absence of
an Xsettings manager, GTK+ reads default values for settings from
settings.ini files in
/etc/gtk-4.0"

So maybe it is intended to not work with wayland.
