The font names in gtkrc.ja should be X core font name, not font file name, nor fontconfig name. Please show how did you wrote it. Anyway, font access via X core font API requires that X-server is configured correctly. To check X-server's configuration, using xlsfonts/xfontsel/xfd are recommended.
