New QoS marking option

Hi,

I've added a new switch in the CVS that allows you to set the DiffServ
DSCP for proxied RTP. It defaults to 4 which we have used previously,
but now you could also set it to 46 (EF) which is the recomended class
for RTP.
For IPv6 packets GnuGk now sets the TCLASS.

[Proxy]
RTPDiffServ=46

If you use GnuGk in a network that implements QoS, I'd like to hear
some feedback.
