James,

there is probably something in the LRQ that makes GnuGk believe its not
from one of your configured neighbors. You can debug that with a level
5 trace of the call or, as a quick solution, you can decide to accept
LRQs from everybody:

[RasSrv::LRQFeatures]
AcceptNonNeighborLRQ=1
