Perhaps this will do what you want, merge this into your config;

[RasSrv::GWRewriteE164]
3rd Party GK=out=1234=;


[Neighbor::3rd Party GK]
SendPrefixes=1234


On the way out 1234 will be dropped, replace "3rd Party GK" with the 
valid name of the gatekeeper neighbor in your config file. I attempted 
to do something similar and strip on the inbound but it wouldn't work 
where the above did.
