User bandwidth deny

Hi,

Is it possible to deny (or adjust) the bit rate used by users, for
example, bandwidth greater than 384 kbps?

Other question:

Is possible to implement passwords features? For example, when an user
will call to openMCU room or when an user will call to an especific
prefix?
