Hi,

it should not not allow the call assuming you have choosen 60/60 tariff type 
(not 1/1, for example).
If a destination is missing, no calls should be allowed to missing 
destinations - maybe you have misconfigured
something. Also the balance should not become negative - maybe your 
voipaccount is configured
so a negative balance can be reached (a postpaid account). I recommend 
double checking you configs and data.
