Try:
RewriteCLI | in:200.X.X.X|dno:0=12345
RewriteCLI | in:200.X.X.X|cli:any*=11111
RewriteCLI | in:200.Y.Y.Y|cli:777=88888

You don't need %% trick for SQL.
