fake ring

Hi:
I upgraded asterisk from 1.2 to 1.4.9, add on from 1.2 to 1.4, but I only can make call from H323 terminal such as openphone to Fxs terminal,
When I call from Fxs terminal to H323 terminal, I got fake ring at Fxs side.
H323 side,I got an error message:
Failed to get initial Q.931 PDU, connection not started
 
We didn't have this error before upgrade.
The debug message at the Asterisk CLI is everyone is busy.
 
Any solution for this?
