I'd estimate 30CPS means 1000-1500 concurrent calls.
With these numbers, tuning other system components,
like OS limits and AAA becomes a challenge. I'd say
it's fine for a single switch system, instead tuning
performance and having a single point of failure,
you can scale the system.
Changing ASN.1 parser basically means to rewrite most
parts of the code. I think we will not find volunteers
for this task;-)

According to gnugk's statement, it's call processing capability is
30 CAPS  which mean 30 new calls can be connected per second, this value is
much lower than SIP system. According to OpenSER's statement, their CAPS is
more than one hundred. Why ?
I guess maybe openh323's ASN parser is too slow. Which affect the
performance of gnugk. So I suggest us this ASN parser
(http://iiiasn1.sourceforge.net).

about the GNU Gatekeeper.
