It's usually when one of signaling sockets is already closed.

Does anyone know in which situations the forwarding of a Q.931 message in
routed signaling mode is blocked? Is there a unique indication or could it
have different reasons?

In the trace this looks like:

2005/10/21 09:44:39.398 3 ProxyThread.cxx(717) Proxy
212.xxx.xx.xx:1720 forward blocked
