Routing calls between pooled videoconference devices

... end user has several (5-10) videoconference devices, from
Tandberg and D-Link, which - I am told - talk H.323 over IP. The
problem is that EU wants to 'pool' the machines; i.e., all
outside callers will be given a single IP to call, and incoming
calls go to the first open device; not really important which
one.

Have I come to the right place? Is a gatekeeper what I need? Or
somehting else?
