The error code is in the same ARJ line "resource unavailable" which could be a result of the wrong destination number. I think you're trying the wrong thing here. The dialed digits here show as 880131 which will never work as a destination number for Bangladesh. Also, could be that your GK is configured to reject too few digits, or your GW is configured to reject such calls. I'm using a similar setup in Bangladesh also, and it works like a charm.
