If your second auth rule is default=reject. It means
reject all requests unconditionally. That's why GRQ is rejected.
Maybe try:
[Gatekeeper::Auth]
RadAliasAuth=required;Setup,RRQ,ARQ
default=reject;Setup,RRQ,ARQ
or don't use the default rule. The "required" attribute
does its job.
