The reason is very simple:
The VirtualQueue feature was implemented long before we had routing
policies. Replacing the destination in an ARQ and relying on the
endpoints to do the rest was the simplest way to have external
applications do the routing.

Of course you are right that it would be nice to have the VirtualQueues
work on all kinds of calls. Today it probably would be a bit simpler
than back then because we have a lot more infrastructure in place, but
it still is quite a bit of work and nobody has come forward to provice
or sponsor such an implementation.
